Morning, unusually. The meadows hold mist well past sunrise in the cooler months, and the light coming through the pines at that hour is directional and soft at the same time. For night work, the Lagunas are dark enough that Mount Laguna hosts an observatory — Milky Way footage here is genuinely world-class.
Do you need a permit at Julian & the Laguna Mountains?
Much of the surrounding land is Cleveland National Forest, which has its own rules and typically requires an Adventure Pass for parking. Requirements for gatherings and for commercial filming differ from state and city parks, so this needs to go through the Forest Service. Private venues around Julian are often the simpler path.

It is genuinely cold up here from November through March, and snow closes roads occasionally — build a weather contingency into your date. The drive is about an hour from central San Diego, longer on apple-season weekends when Julian town fills with day trippers.
